Andy Wang, M.S.
Senior Vice President

Mr. Andy Wang oversees all aspects of production for the company. He also plays a key role in corporate strategy and product development. Mr. Wang brings to the company his invaluable broad knowledge of electronic and optical components, electronic and mechanical interface design, quality assurance, regulatory requirements, SMT, cost containment, procurement, and documentation control.

Mr. Wang's past experience includes 13 years of designing and manufacturing space qualified data recording systems for military applications. He was also in charge of electronics component procurement for AMS (Alpha Magnetic Spectrometer) project, the first scientific payload on the Alpha International Space Station. In addition to his years of experience with domestic distributors and representatives, Mr. Wang has spent the last 5 years in establishing contract manufacturing and production in Taiwan and China.

Mr. Wang graduated from National Taiwan University and holds a M.S. degree in Electrical Engineering from the University of Southern California.


Robert Serafini
Vice President, Enterprise Sales

Mr. Serafini has over 20 years experience in the hi-tech industry. Based in Torrance, CA, Pharos develops advanced GPS navigation software and hardware and mobile location-based services for Windows mobile devices. Prior to working at Pharos, Bob was one of the founders, and vice president of sales, at Telcontar, a provider of location-based solutions for in-vehicle, Internet and wireless platforms. Before his involvement in GPS navigation systems, Bob worked in the computer industry for 25 years. His employment history includes executive sales management for Hewlett Packard, NCR, Gould SEL, and Altos Computer Systems. He was also vice president of national accounts for ADP’s Brokerage Information Systems Group for 6 years.

When he gets the chance, Bob relaxes with his wife at their home on the Washougal River in Southwest Washington.


Richard R. Sill
Vice President of Sales, Consumer Electronics

Mr. Sill is a veteran of over 25 years in sales management. With responsibility for consumer product sales and after-sale support, he leads a growing team of sales, operations and customer service people at Pharos. He has held senior executive positions at a variety of companies in the tech and consumer products sectors, including 11 years with GPS pioneer Magellan Corporation. Rick introduced the consumer to GPS satellite navigation in 1988 when he joined Magellan Systems Corporation as one of the original members of the executive team that started that company. As VP Marketing and Sales he built the global distribution for the firm and ramped sales to $100 million during his eleven year tenure.

Prior to Magellan he spent ten years with Bausch & Lomb, serving a variety of sales and marketing roles for three separate divisions including VP Sales for the Bushnell Sports Optics division. He has also served in Vice President roles for Axiom Navigation and Caltech startups Cyrano Sciences and Wavestream Corporation.

A graduate of Fordham University with a bachelor’s degree in economics, Rick now lives in Pasadena, CA, with his wife and three children.


Fred Feng, Ph.D.
Vice President of Program Management

Dr. Feng has over 17 years of experience in the management and engineering field. In his last position, he was the Section Head in the Electronics Engineering Development Section of the Electronics Division in Chung Shan Institute of Science & Technology, which is the most highly regarded research center in Taiwan in science and technology employing more than 10,000 employees. He led a production team to produce a space qualified data acquisition system for an Astrophysics project, AMS (led by a Nobel Prize Winner, Prof. Sameul Ting). The AMS data aquisition system is the first Taiwanese electronics system flight in the space. Dr. Feng has extensive experience in electronic product development, manufacture, test, quality control, factory automation, and management. He was awarded the Chu-Kwan Medal Certification that is one of the great honors for scientists and engineers in the defense industry.

Dr. Feng earned his Ph.D. in Electrical Engineering from Rensselaer Polytechnic Institute, New York and Master in System Engineering from Chung Cheng Institute of Technology in Taiwan.


Andy Dickens
Managing Director, UK

Mr. Dickens brings over 20 years experience of working in the software industry. He is in charge of Pharos' sales/marketing operations and product developments in the UK. Before joining Pharos, Andy has held several senior management roles with software vendors such as Visio – A US based Company specialising in Drawing and Diagramming Software where he was one of the first employees in Europe. He was instrumental in setting up and running the Channel in Northern Europe, Middle East and Africa and also for recruiting and managing a team of over 30 corporate salespeople by the time he left the Company.

Andy was also a Sales Director for Red Hat Europe where once again he was one of the first hires and defined and set up relationships with over 50 partners on a pan-European basis. He also set up, recruited and managed a successful pan-European internal corporate sales team.


Brenda Fogg
Director of Business Development

MS. Fogg has extensive experience in Marketing and Business Development experience. Before joining Pharos, she worked for a well-established marketing/advertisement company, Fallon Worldwide. As a New Business Account Manager, she was developing and maintaining accounts and relationships at all the necessary levels within a client’s organization. Prior to Fallon, Ms. Fogg was a marketing manager of Microsoft Mobility Division in charge of executing a strategic plan to augment overall group marketing objectives. She managed a $3M budget; responsible for all expense and partner revenue projections, developed ROI measurement tools.

Ms. Fogg holds a Bachelor of Arts in Comparative Politics and International Relations from Western Washington University.


James Chen, Ph.D.
Senior Vice President

Dr. Chen brings to his Director role more than 25 years of experience in the high-tech, consumer electronics, wireless, and telecommunications industries. His responsibility includes guiding business developments, and products strategies. He will also oversees all aspects of the Company’s US operations.

Dr. Chen’s past experience includes over 13 years of career with Hughes where he held various key positions including engineering, marketing, program, and business unit manager in the Industrial Electronics Group. After corporate career, he played a pivotal role in the founding of the start-up venture, QuinStar Technology. He was also involved in the launching of wireless communication business venture at Microtek Lab., and subsequently served as the spun-off company’s president and CEO. He has also served as an acting Chief Operating Officer, and V.P. of sales at PV America, for the in-car infortainment (short for information, entertainment) business.

Dr. Chen earned his BS degree in Electrical Engineering from National Taiwan University, and Ph. D. degree in Electrical Engineering from University of Michigan.


James Oyang, Ph.D.
President

Dr. Oyang is the founder of Pharos and serves as the Company’s President, overseeing both technology development and strategic planning at Pharos. In the past 8 years or so, he led the Company through product development, mass production, product marketing, strategic partner establishment, sales, and brought the Company to profit.

A scientist and technologist, Dr. Oyang has extensive experience in physics analysis, system design, and program management. Prior to founding Pharos, Dr. Oyang was in charge of a multi-million dollar space electronics project for an astrophysics experiment conducted on the Space Shuttle Discovery STS-91. From 1992 to 1997, he was a Senior Research Physicist at the California Institute of Technology and also served as a deputy system manager of an international collaboration with more than 400 physicists at Stanford Linear Accelerator Center (SLAC). During this period, he led an international team of 35 physicists from 7 institutes in 4 countries to successfully develop an aerogel particle identification system - the first team to do so after 15 years of trials.

Dr. Oyang holds a M.EE. degree in Optical Electronics Engineering from the University of Southern California, and M.S. and Ph.D. degrees from the University of California, Los Angeles.
